For a WOSB to qualify for a sole source award, several specific criteria must be satisfied:

• Authorization: The business must be part of the WOSB Federal Contracting program and must meet all the eligibility requirements.
• Capability: The WOSB must be identified by the contracting officer as having the capability to perform the contract.
• No Expectation of Competition: The contracting officer does not anticipate that two or more WOSBs will submit bids for the contract.
• Fair and Reasonable Pricing: The contract price (including options) must be considered fair and reasonable.
• Size of the Contract: The contract value must not exceed $4.5 million for contracts assigned under the North American Industry Classification System (NAICS) codes for services and $7.5 million for contracts assigned under NAICS codes for manufacturing.
